Each assumption is tested and its strength is stated explicitly: proven, supported, possible or unknown. Absence of evidence is recorded as absence. Confidence is kept proportional to evidence.

Procedure
Evidence is attached to specific assumptions, never to the artefact as a whole. An assumption with no attached evidence is unsupported by definition.
Each item of evidence carries its source, date, method and limits. Provenance is explicit; unknown provenance reduces confidence.
Incentives are examined alongside the evidence: who benefits, who pays, who carries the risk, who controls the decision.
